This paper describes a project with the goals of characterizing small commercial buildings by market segments, systems and end uses; developing a framework for identifying DR enabling technologies and communication means; and considering the feasibility of a low cost OpenADR enabling technology that delivers demand reductions as a percentage of the total predicted building electric peak demand.
