This report (filed April 14, 2004) summarizes proposals and recommendations from Working Group 3 members (WG3) on the analysis framework to be used for the analysis of the costs and benefits of deploying an Advanced Metering Infrastructure (AMI) in the service territories of California's three major investor owned utilities: Pacific Gas and Electric, Southern California Edison and San Diego Gas and Electric (Joint Utilities).
